Understanding Indonesia's Medical Device Regulatory Landscape
Indonesia's medical device sector is regulated by the Ministry of Health (Kemenkes) under Permenkes No. 14 of 2021, which requires every medical device sold or distributed in the country to hold a valid Izin Edar (market authorization).
Unlike some other markets, the Izin Edar in Indonesia is tied to the license holder, not just the product. This means the legal entity holding the distribution license, whether the manufacturer itself or an authorized local partner, carries significant regulatory responsibility. International manufacturers without a legal entity in Indonesia are required to appoint a Local Authorized Representative (LAR).
Steps to Finding the Right Distributor
1. Understand Your Regulatory Pathway First
Before searching for a distributor, determine your product's classification under Indonesian regulation: Class A (low risk), Class B (moderate risk), Class C (high risk), and Class D (highest risk). Each class carries different requirements and timelines, which helps you identify distributors already experienced with similar product categories.
2. Decide: Own Entity or Local Authorized Representative?
International manufacturers generally have two paths. Setting up your own PT in Indonesia gives you full control but requires significant time and capital. Alternatively, partnering with a Local Authorized Representative, a legally registered Indonesian company that holds the Izin Edar on your behalf, offers a faster, lower cost, and more flexible route to market.
3. Verify Distributor Credentials (IDAK/IPAK License)
Every medical device distributor operating legally in Indonesia must hold an IDAK (Izin Distribusi Alat Kesehatan) or the older IPAK license, along with CDAKB certification, Indonesia's equivalent of GDP. Always verify these licenses through official Ministry of Health channels before entering any agreement.
4. Assess Market Coverage and Specialization
Indonesia's geography, spanning over 17,000 islands, means distribution reach varies greatly between partners. Check whether a distributor covers only Java or also reaches Sumatra, Kalimantan, Sulawesi, and Papua, and whether they specialize in your product category, be it hospital equipment, diagnostics, consumables, or home healthcare.
