The Indonesian government, through the Central Statistics Agency (Badan Pusat Statistik/BPS), has officially released the Indonesian Standard Industrial Classification (KBLI) 2025, as stipulated in BPS Regulation No. 7 of 2025. This new regulation replaces KBLI 2020 and is now established as the national standard for classifying economic activities in Indonesia. As stated in Article 2 of the regulation, KBLI 2025 serves as the primary reference for statistical activities as well as coordination among government institutions.
One of the significant changes introduced in KBLI 2025 directly affects the medical device business sector. Under KBLI 2020, the business code for medical device distribution was 46691, which previously replaced 46693. With the issuance of KBLI 2025, the government has once again revised this classification. The medical device business sector is now categorized under KBLI 46791. In addition to medical devices, several other business sectors have also undergone reclassification to align with the updated KBLI framework.
A critical provision in the new regulation is the mandatory adjustment period for transitioning from the old KBLI to KBLI 2025. Article 5 of BPS Regulation No. 7 of 2025 explicitly states that all existing uses of previous KBLI codes must be adjusted within a maximum period of six (6) months from the date the regulation is enacted.
This requirement means that business actors who already hold business licenses, Business Identification Numbers (NIB), or other legal documents referencing KBLI 2020 will face new administrative obligations to update their records. However, as of now, BPS has not issued detailed technical guidance regarding the implementation mechanism. It remains unclear whether the adjustment will be conducted through a restatement process—similar to the mass KBLI migration implemented in 2020—or whether updates will only be required for businesses whose activity codes have changed.
As a result, technical certainty regarding data migration, OSS system standards, synchronization with regional licensing authorities, and the overall system transition may continue to evolve in the coming months.
