Inclusion of Goods/Services in the Electrical Catalog of Healthcare Storefronts

The Ministry of Health (KEMENKES) issues a registration announcement letter regarding the inclusion of goods/services in the electronic catalog of Health facilities storefronts and invites business actors to participate in the process of listing goods/services in the electronic catalog. As for Product Information, Provider Requirements, Technical Terms and Product Licensing:

Provider Terms


1. Have the Deed of Establishment and the latest Amendment Deed (if any) along with endorsement from the Ministry of Law and Human Rights;
2. Specifically for Medical Devices, business actors are required to meet the following requirements;

  • a. Have a Medical Device Distribution Certificate (SDAK) or a valid Medical Device Distribution Permit (IPAK) and/or a risk-based business license issued by the Ministry of Investment/Investment Coordination Agency (BKPM)
  • b. For Producers who do not have SDAK ​​or IPAK and/or licensing as referred to in letter a, must attach a valid SDAK ​​or IPAK belonging to all companies appointed as distributors and the terms of the Cooperation agreement for the distribution of products offered;
  • c. Business Actors who show distributors to carry out work must attach SDAK ​​or IPAK and/or Licensing as referred to in letter ad, as well as a letter of cooperation agreement between business actors and the appointed distributor.

3. Have a Taxpayer Identification Number (NPWP) and a Business Identification Number (NIB);
4 Signing the statement of Validity/Truth of Product and Price Information on Stamp of Rp. 10,000.- according to the format. (Appendix2).

Technical Requirements and Licensing of Goods/Services

  • 1. Especially for Businesses of Medical Devices and/or Household Health Supplies are required to have a Marketing Permit Number (NIE) issued by the Indonesian Ministry of Health (on behalf of the registrant) which is still valid for each product item offered;
  • 2. Especially for Non-Health Device Business Actors are required to have:

A. Product Certificate (SKIP) issued by the Ministry of Health of the Republic of Indonesia which is still valid on behalf of the Business Entity submitting the SKIP for each product offered;

B. Other certificates issued by other Ministries/Institutions that have the Authority for each proposed product item;

1) Wastewater Treatment Plant (WWTP)

  • Has a list of environmentally friendly technologies from the Center for Environmental and Forestry Standardization
  • Industry/Producer has installed IPAL for the last 3 years in 3 locations by proving SPK/Contract/Certificate from Health Service Facility;
  • The results of the Wastewater Quality Standard Inspection must meet the following:

(1) Delivered by the Health Service Facility concerned
(2) Meet the quality standards of wastewater as evidenced by the results of the latest environmental laboratory tests that are accredited by the National Accreditation Committee ;
(3) Test results in 3 locations according to number 1) letter b);
(4) Guaranteed WWTP output according to quality standards for 3 consecutive years

2) Incinerator,
1. Has a register of environmentally friendly technology from the Center for Environmental and Forestry Standardization (KLHK)
2. Industry/Manufacturer has installed at least one incinerator as evidenced by a permit from a Health Service Facility (new permit/or extended permit) no later than 2 (two) years since bid submission.
3. Submit or upload specific technical information for each product item offered in the electronic catalog application.
4. Submit/upload brochures, product specifications, and Instruction For Use (IFU) according to the products offered in the product attachments to the Electronic Catalog Application;
5. Submit/upload product price supporting documents in the form of a price structure that must be attached to the Price Supporting document menu in the electronic catalog application.
6. For products that have been published in the National Electronic Catalog, they are not allowed to be re-offered.
7. Submit/upload a letter of guarantee and guarantee for Spare Parts (not applicable for consumables) in the attachment of the Electronic Catalog application product as follows (Attachment 2):

A. A. Letter of Guarantee Guarantee for at least 1 year for each product item with a price of up to Rp. 500,000,000 (five hundred million rupiah);
B. B. Guarantee Letter Guarantee for at least 2 years for each product item with a price above Rp. 500,000,000 (five hundred million rupiah) up to Rp. 10,000,000,000,- (ten billion rupiah).
C. C. Guarantee Letter A guarantee of at least 5 years for each product with a price above IDR 10,000,000,000 (ten billion rupiah).
D. D. Letter of Guarantee for Availability of Spare Parts for at least 5 years for each product item offered except for consumables.
E.E. Description:

  • guarantees come into effect from the handover of the goods and/or have been further regulated in the terms of the work agreement.
  • For goods that require a special operational permit, the warranty is valid since the permit is issued and is legal to operate
  • Warranty guarantee that the tool functions properly during the warranty period which includes product replacement, service, and spare parts.

8. Prices and other supporting costs refer to the provisions contained in the announcement of the registration of product booths offered by business actors and include reasonable tax profits.
9. The product display price is the highest retail price and it is possible to negotiate in the e-purchasing process.
10. In the event that the provider does not revise the required documents within the timeframe agreed upon by both parties (the verifier and the provider), the verifier has the right to reject the product and the status of the provider provider back to waiting for verification.

Mechanism for listing products in electronic catalogs

1. Interested Business Actors need to have an Electronic Procurement System (SPSE) account first. For business actors who do not have an SPSE account, they can register through the nearest electronic procurement service (LPSE).

3. We need to convey that the process of listing the goods/services of the Electronic Catalog refers to the Decree of the Deputy for Monitoring-Evaluation and Development of Information Systems Number 11 of 2021 concerning Procedures for Organizing Electronic Catalogs which can be downloaded on the website www.jdih.lkpp.go.id.

4. Registration and the process for listing these goods/services are not limited to a certain batch of time, unless otherwise specified which will be informed/announced on this website at a later opportunity.
