REGULATORY UPDATE | ANNOUNCEMENT: Inclusion of Goods/Services in the Electronic Catalog of Healthcare Storefronts
The Ministry of Health (KEMENKES) has issued a registration announcement regarding the inclusion of goods and services in the electronic catalog of healthcare facility storefronts. We invite business actors to participate in the process of listing their goods and services in this electronic catalog. Below are the details regarding product information, provider requirements, technical terms, and product licensing:
Provider Requirements
- Legal Documents: Providers must possess the Deed of Establishment and the latest Amendment Deed (if applicable), along with endorsement from the Ministry of Law and Human Rights.
- Medical Devices: Business actors dealing with medical devices are required to meet the following criteria:
- Hold a Medical Device Distribution Certificate (SDAK) or a valid Medical Device Distribution Permit (IPAK) and/or a risk-based business license issued by the Ministry of Investment/Investment Coordination Agency (BKPM).
- Producers without SDAK or IPAK must attach a valid SDAK or IPAK from all appointed distributors, along with a cooperation agreement for the distribution of the offered products.
- Distributors performing work must attach their SDAK or IPAK, as well as a letter of cooperation with the appointed distributor.
- Tax Identification: Providers must have a Taxpayer Identification Number (NPWP) and a Business Identification Number (NIB).
- Statement of Validity: A signed statement of validity/truth regarding product and price information must be made on a stamp of Rp. 10,000, following the provided format (Appendix 2).
Technical Requirements and Licensing of Goods/Services
- Medical Devices and Household Health Supplies: Businesses must possess a Marketing Permit Number (NIE) issued by the Indonesian Ministry of Health, valid for each product offered.
- Non-Health Device Businesses: Must have:
- A Product Certificate (SKIP) issued by the Ministry of Health, valid for each product.
- Other relevant certificates from authorized Ministries/Institutions for each proposed product, including:
- Wastewater Treatment Plant (WWTP)::
- Must have a list of environmentally friendly technologies from the Center for Environmental and Forestry Standardization.
- Must demonstrate installation of IPAL in three locations over the last three years with relevant documentation.
- Wastewater quality must meet standards verified by accredited environmental laboratories.
- Incinerator::
- Must have a register of environmentally friendly technology and a permit from a Health Service Facility within two years of bid submission.
- Wastewater Treatment Plant (WWTP)::
Submission of Product Information
- Submit specific technical information for each product in the electronic catalog application.
- Upload brochures, product specifications, and Instructions for Use (IFU) relevant to the offered products.
- Provide price supporting documents, including a detailed price structure.
- Products listed in the National Electronic Catalog cannot be re-offered.
- Submit a letter of guarantee for spare parts (not applicable for consumables), including specific durations based on product price.
Mekanisme Pencantuman Produk
- Interested business actors must first have an Electronic Procurement System (SPSE) account. Those without an account can register through the nearest electronic procurement service (LPSE).
- Once registered, business actors should upload required documentation and input product specifications and pricing into the electronic catalog application. Guidelines for using the application can be downloaded from www.e-katalog.lkpp.go.id.
- The listing process refers to the Decree of the Deputy for Monitoring, Evaluation, and Development of Information Systems Number 11 of 2021 regarding Electronic Catalog Procedures, available for download at www.jdih.lkpp.go.id.
- Registration and listing processes are ongoing unless otherwise specified. Any updates will be communicated through this website.
